A Site Manager (POSTMASTER=...) is automatically an Owner of any/all lists on
the site.  Therefore they can execute any command that a List Owner could on any
list.  There are also commands only Site Managers can do (such as List Creation,
etc.)  The range of commands are separated out by function/privilege in Chapter
6 of the Site Manager Manual and also in Appendix A.
