I'm very disappointed not to have thought of that before Jose-Maria did!
It looks like a great idea.
 
I have made a prototype of a specialized server for maintaining HELP and
NEWS files, but it has not been tested and verified and so is not in
service.  I think I'll use LISTSERV instead.
