What you need is:

SEND=Editor,Hold

For extra security you could specify:

SEND=Editor,Hold,Confirm

This means Editors who post to the list will have to confirm their own
messages but will stop people from posting to your list with a forged
Editor address.  Posters will receive the usual message "Your e-mail has
been forwarded to the Moderator for approval....etc, etc."  See
