Possible, and heavily used.  Look in the documentation for 'semi-moderated'
lists.

What Chris said.  The 'Send=editor' means that only editors can send.
then you list 'whomever' (whoever's the owner/editor) and subscribers
of the list as editors.  So for instance, if you are the list owner for FOOBAR-L,
you'd say:

* Send = editor
* Editor = [log in to unmask], (foobar-l)

Subscriber posts, it goes through because of (foobar-l).  Non-subscriber
posts, it goes to [log in to unmask] for confirmation.
