Then change the restriction to:
 
Non-backbone sites should either:
 
1. Refrain from hosting peer lists that operate with 'Files= YES'.
 
2. Accept to have any and all DISTRIBUTE job containing >= 1 recipient
   for their node sent to their server for processing.
 
3. Create continuous network loops and accept the responsibility for it.
