   Send= Editor allows anyone to send mail to the list but only those
who are listed under Editor= will be able to post messages which can
be read by the subscribers.  LISTSERV will forward all mail from
non-subscribers or anyone else not listed in the Editor= field to the
first person listed under Editor= for forwarding on to the list or trashing.
