Have a chat with the listowner and get the *exact* expectations cleared up (in
particular, *why* he doesn't want people unsubscribing).
As Rich noted, simply removing the template will remove the footer - but it
will *NOT* stop a determined user from unsubscribing via direct e-mail. It
also doesn't stop users from filtering the mail to a junk folder and never
reading it, or simply abandoning the e-mail address entirely (these last two
cases are important if he thinks he's getting some sort of "everybody must read
these notices for regulatory compliance" effect).
