Messages awaiting OK confirmation are in *.OKxxxxxxxx files, which are in the
main LISTSERV directory, rather than the spool directory.
If the *.JOBH files are there because the list is held, LISTSERV will say
that the list is already held when you issue a HOLD command. Also, the
presense of several *.JOBH suggests that the list is held.
