The short version is that 'lcmd' was originally developed for Windows and VMS, where it is the interface of choice for this kind of quick admin commands, and uses non-portable system interfaces like VMS mailboxes or Windows named pipes, which do guarantee authentication from a command prompt and this is why they are so popular. On unix you should use 'lcmdx' instead. This is portable but requires a password.
