So far no one has mentioned the Send= list header.  Can there be
more than one of these?

Using this header avoids the issues of:

        1. Granting the poster in question administrative privileges

        2. Allowing the poster in question to subscribe and receive
        the postings anyway.

If these are concerns, then making the person an owner is a major
problem; quiethood or lack thereof is completely irrelevant.
