IMHO since you are fundamentally (last two decades?) changing the operation of the LISTSERV(R) for all lists at a site, it would make much more sense to me if this were a site-wide configuration parameter and allow the LISTSERV mantainers to take their own risk in shooting themselves in the foot, if they wish.  [E-mail loops just don't affect the subscribers, but also the site and network.]  Perhaps, the list keyword LOPCHECK= should be treated as a listserv-maintainer authorized keyword?
