With LISTSERV (and most other List Mgmt products as well) mail never comes
'from the list'. This is a reflection of internet email standards that
require the From: address must be the author (a person) of the email message.
The list is simply a distribution mechanism, the list itself cannot be an
author.

The "On Behalf Of" is an artifact of MS Outlook. This is the way Outlook
chooses to display the presence of both a From: address field
([log in to unmask], a person) and a Sender: address field
([log in to unmask], the list used for distribution of the msg). A
From: address is required, but you can prevent the Sender: field from being
written (and also prevent this "On Behalf Of" construction) with the List
Configuration setting Sender= None.
As others have suggested, if you don't want an individual's address to appear
in the From:, then you need to create a special impersonal 'role' email
account (such as [log in to unmask]) to author the message.
