Why not?
The only thing they can do is DISTRIBUTE. And quite frankly, if they're in
a mood to abuse that to spam people, there's lots easier ways to get the mail
out without involving Listserv. Especially when you make the zero-tolerance
policy for screw-ups clear to them. We've got like 25 users authorized - and
several of those are "utility" ids used by a group of applications. Haven't
had a problem yet that they wouldn't have had the *same* problem if they had
used a list rather than DIST.
And remember - giving somebody who's already a list owner "DIST" gives them
nothing they couldn't have done by uploading a new subscriber list and posting.
In fact, they're *already* doing that and causing you headaches because they
are trying to make their list act more like DIST (which is where this whole thing
started, right? :)
