No, you need to run 'newaliases' or 'sendmail -bi' - the running sendmail
process does *NOT* need to be restarted.  In fact, I see a bug fix
listed for Sendmail 8.6 back in 1993 having to do with making the
running sendmail properly wait for a 'newaliases' to finish running
before looking up an alias.  I think even Sendmail 5.6x from the early
80's didn't require restarting sendmail when aliases were changed.
