Is anyone else having issues with cookies in 15.0?

Regardless of having the options set in [SKIN] and [OBJECT-LOGIN-COOKIE] 
to have the cookies expire, they are being set as permanent.
Setting the [SKIN] option to disable them also seems to have no effect.
