It doesn't -- the sending user's mail tool does any encoding that is done.
For files sent by LISTSERV in response to a GET command, the format can be
specified by adding a F=format entry to the end of the command, eg
F=UUENCODE, F=BASE64, etc. Default is MIME these days, I think.

If you still have people sending non-MIME attachments, get them new mail
programs if you have any influence over their tools.
