John's use of TOPIC filtering seems like a good idea if
you have an "educated" subscribership.
 
Another possibility is to have all new subscribers
have a default subscriber option of REVIEW, which
then the owner-moderator would need to approve.
 
After some probation period (one or two posts?),
the new subscriber's default subscribe option could
be SET NOREVIEW by the owner.
