It is not translated into a GET request. LISTSERV sends such a message for
practically every file it will send you. That's like DATABASE OUTPUT, you
cannot GET DATABASE OUTPUT :-) For LISTSERV LISTS it tells you that it is not
available because a long time ago Eric created an entry into CONTROL FILELIST
for a planned list of lists which is now automatically generated by LIST
GLOBAL and therefore obsolete as a file. The entry has been removed in 1.5N2.
