Pete Weiss said that the order did not seem to matter at PSU.  At Buffalo,
also running 14.5, it does seem to matter.

Q listname WITH NOMAIL DIGEST FOR *@*
returns all DIGEST subscribers, regardless of MAIL/NOMAIL setting.

Q listname with DIGEST NOMAIL FOR *@*
returns only those subscriptions which are both DIGEST and NOMAIL.

This is a difference of around 1,350 subscriptions, on a list of about
4,600+.

Interestingly, these two:
Q listname with DIGEST NOMAIL FOR *@*
Q listname with NOMAIL DIGEST NOMAIL FOR *@*
return the same output, subscriptions set both digest and nomail.

It appears, at least at Buffalo (running 14.5), that in a "query with"
command the options have to be in the order listed in a query output.
Those options which are in the wrong order appear to be ignored.
