Spending time and money on a church mailing list hardware and software
seems ridiculous to me.  Sorry.

Take a look at Google Groups or any of a number of other such facilities.

A private Facebook group might also work,  depending on your members.

Lots of places will hold (moderate amounts of) your photos for little or no
cost.

Plain text mail? Yuck.
