I've updated this script to use GMT for all dates because some RSS
aggregators do not handle local time well. I also moved all the local
variables to the top.

Since making this quasi-public (within our internal network), about 5% of
users have migrated to using RSS feeds for their list participation
(subscribe, set nomail, use RSS feed for notification of new posts and to
read the archives/post messages). It's been quite popular and the
proponents tend to be a bit fanatical.
