When you go to the LISTSERV home page, you have these choices on the menu:
Subscriber's Corner
Manage your list subscriptions on this server.
Online Mailing List Archives
Browse the archives of public lists on this server.
I assume your complain is the leaders of your organization think if they
go to "Subscriber's Corner" they should see all public lists. When in fact
they want to go to "Online Mailing List Archives" which does display all
public lists on the server?
