Just think about what happens if:
1. An EARN site submits a distribution request for a mail file containing
JCL and lists of addresses in the mail body, and some of the
addressees are BITNET users?
2. A BITNET site submits a non-corrupted distribution request and some
EARN site on the way corrupts it?
