I don't know in which language I should write my error messages.
"Uppercase english not available" refers to NLS, you know this thing
which gives you error messages in your local language and broke a lot of
programs, IBM and non-IBM alike. Well LISTSERV is not able to parse
messages in german, so it tries to get the good'ole SP4-compatible
language, UCENG. If not available, it displays the said message and tries
AMENG. No AMENG, no LISTSERV (immediate LOGOFF).
