No.  1 PUT per 1 email.

No.  When creating a list you must have the entire header and (optionally)
subscribers in the PUT command.

But I wouldn't do this that way anyway.

Basically, I would create a perl script to parse the old list files  and
convert to/create an appropriate LISTSERV list header and then add the
subscribers.  These would all be plain text files but named xxxxxx.list,  Then
copy these into the ~\LISTSERV\MAIN (Windows) or ~/listserv/home (unix)
directory and restart LISTSERV.  It will protest mildly and then convert the
text files into the necessary binary format.  Voila!  You will have all the
lists created with all the subscribers intact.  PUT commands not necessary.
