That individual then becomes moderated.

Of course you could do the obverse: setup the list so that

DEFAULT-OPTIONS= REVIEW

and then as time and experience allows:

QUIET SET listname NOREVIEW FOR userid@node

In fact we do the latter on several OPEN,CONFIRM lists
