With ~3000 lists, I assume that you are running LISTSERV HPO. If you aren't,
you should upgrade to HPO and you will see a big improvement.

Regardless, you should upgrade to the latest version of LISTSERV (15.5). There
have been many improvements in LISTSERV HPO and in the web interface that
should improve your performance very noticeably.
