I sure have a lot of questions recently.

I'd like to prevent an owner from adding 100k subscribers to a list.
We prefer to handle this load with 10 lists of 10k each and trigger
their delivery by staggered Prime= headers.  Is there an exit I could
write to catch this or has someone already figured out how to catch
this?
