LISTSERV obeys internet mail standards RFC821 and RFC2821 in this respect.  Both
standards require that the case of the 'local' or 'userID' part of the address
(left of the @) MUST be respected and preserved, while 'domain' part of the
address (right of @) MUST NOT be case sensitive.  So what you observe is a
natural consequence of this.
