It's CP that's doing this. At most sites "@" is the default terminal
character-delete character in the sense that when a user types "@"
the result is the character immediately preceding the "@" is deleted.
A user can verify this by typing CP QUERY TERMINAL which will reveal
a response (among other things) of CHARDEL @ or CHARDEL OFF or
CHARDEL <some_other_character>. To cause the "@" character to become
an ordinary character when typed, just give the command
CP TERMINAL CHARDEL OFF . Better yet, put it into your PROFILE EXEC.

It's hard to understand why CHARDEL @ continues to be the default with
everybody these days using modern terminals.
