There are several good files that you can look at. For example,
INFO KEY
will send you a list of keywords that can be placed in a list header.
Basically, to create a list, you
1) Create a VM on your system with the list's name.
   (Don't give it any minidisks - not needed)
2) Create a file called <listsname> LIST, and store this file to
   LISTSERV (perhaps via LSVPUT)
