My TOD was  set to GMT once and  forever when I came here.  When the time
changes, I  regen with different time  zone and GMT offset  but leave the
TOD as it is. This technical  procedure however does nothing to solve the
"time zone problem", namely  what should I put in a  'Date:' field? I can
easily change  my mail user  agent and  (less easily) LISTSERV  to expand
+/-nn with 2 zeroes, but what about MAILER, NETSERV, SMTP, etc?
