Are you asking if this is a good idea or are you asking how to do it?

For the first, the answer should be obvious, if "Upper management wants the
index branded..." then the only remaining question is how to do it.

For that the (MAIL) template you want to edit is HTML_INDEX.  Check this
template on your list
