You can't. The site wide header defined in $WWW_ARCHIVE_HEADER
(static template) is _by definition_ the header that the LISTSERV
site administrator has decreed MUST BE on every page of the site. If
you wish to make that header optional, you should get rid of the
header in $WWW_ARCHIVE_HEADER (you may still need some HTML in there
to make the pages work right), and put the header instead in the site-
wide WWW template SUB-TOP-BANNER which gets included at the top of
every dynamically created web page, but which can be overridden at
the list level.

You will also need to put the header HTML code in the static
templates WWW_ARCHIVE_INDEX and WWW_INDEX, since it will no longer be
in $WWW_ARCHIVE_HEADER.
