LISTSERV uses the top-level-domain to classify subscribers by country. All
country-specific TLD's are two characters. An email address in a domain with
a three- or four-character TLD (.biz, .com, .edu, .info, .mil, .org, etc.)
is counted as if the subscriber were in the US.
