Since your server is not using LSMTP you should not be using mail-merge
functions at all.  They are guaranteed to fail unless LSMTP is present.

If you have the line

USE_LSMTP_MAIL_MERGE=1 in your Site.Cfg file, please remove it or set it =0 and
stop/restart LISTSERV.

If you have LSMTP then LISTSERV isn't using it so this alo requires a
configuration fix.
