Forcing DIGEST option for all users

I would like to be able to force the digest option for all users on a
particular list.  I have set this to be the DEFAULT option, and changed
all users to be DIGEST.  However, a few users know how to reset their
options to over-ride my DIGEST setting.
 
Can something like this be done?
