PRIME isn't that granular. It's on an hourly basis. So you can get by with leaving a window open from 15:00 to 17:00 and the list will process postings from 16:00-17:00.
I think you are saying you want the list only to process postings between 4 and 5 on Mondays and Tuesdays, and not process anything any other time. If so then you need
Prime="MON-TUE: 00:00-1500 17:00-23:59; WED-SUN: 00:00-23:59"
If you are only trying to restrict postings on Mondays and Tuesdays and leave the "window" open the rest of the week, you'd code
Prime="MON-TUE: 00:00-1500 17:00-23:59; WED-SUN: -"
Or just
Prime="MON-TUE: 00:00-1500 17:00-23:59"
(I use 23:59 for cosmetic reasons; it makes better sense for me to see the jump from 23:59 to 00:00 rather than 23:00 to 00:00. But that's a personal quirk.) Anyway, see http://www.lsoft.com/manuals/16.0/htmlhelp/site%20managers/DistributionFeaturesandFunctions.html#2335120 for the full scoop.
I'm pretty sure, FWIW, that "PRIMETIME=SAT-SUN: -" is functionally equivalent to "PRIMETIME=MON-SUN: -". If you do not define something specific for Monday through Friday, the default is to let mail through during that period.
