Before I submit this the usual way, I wanted to see if it a) makes 
sense and b) would be helpful for other admins.

The CONTENT_FILTER template has been a great addition. It would be 
enhanced somewhat by adding another action:

         Action: REPLY template_name

This would allow the message to be distributed to the list, but would 
create a reply to the original sender according to the template 
listed. We have a problem with a few lists and subscribers that would 
probably get fixed if I had time to write a personal message every 
time a mistake has been made -- thinks like having no name registered 
with the listserv or no topic in the subject line on lists which use topics.
