I've run the ADD command using
Subscription=Open,Confirm
Subscription=Open
Subscription=By Owner
Every time, I receive a confirmation message. I took a look at the List
Owner's Manual and could not find any option to use to send cofirmations to
some subscribers yet none to others.
Am I way off the mark here?

Read the "Q" and then the "A" I'm a bit confused. I believe the WEB
interface requires a emailed (to the supposed subscriber) CONFIRMATION
when a new subscription is entered regardless of the second operand of
the SUBSCRIPTION= keyword.
Or perhaps the question was "when a list-owner does an ADD, can it force
a confirmation?" (answer: No).
