Well, in theory... but I don't find it to be that simple.  Let's say you
had a LOCAL user, ABC@NODE, which no longer exists (i.e. userid removed
from system).  So... I tell my LISTSERV:  FOR ABC@NODE REGISTER OFF
 
LISTSERV comes back with: User ABC@NODE does not exist.
 
So, in the case of local users who no longer exist, the only way I have
found to remove them from the signup file is by editing the file.
