Shane's conclusion seem correct to me, with one little exception: a DIST2
command with no parameter does imply a bunch of default options which are
enough to fire off a DISTRIBUTE job, but it does not imply any default
list of recipients (ie 'DIST2' does not mean "send all to the servers in
the world", but rather 'DIST2 DD=DATA TO DD=TO <...other options...>').
This means the job must have had a list of recipients appended, and can't
possibly be just 7 records long.
