Well, if some sites do want to disable DISTRIBUTE and stay in the backbone
(ie if there is a nonzero number of such sites), I might make it possible as
an option. This would allow the sites to use peer lists without enabling
DISTRIBUTE. However, a site which is not in the backbone and does not update
its server can not be allowed to create peer lists.
