In trying to get a web interface to our VM LISTSERV 1.8c system
up and running we found that the cgi program was confused by the
filemode specification for the location of the notebooks.  It
requires use of SFS directories, and I am wondering if it
expected to find a dirspec instead of a filemode in the value
for the NOTEBOOK= keyword.

If I read the documentation right, LISTSERV 1.8c requires that
I use a filemode and not a dirspec.  Is that correct?

  example:  NOTEBOOK= Yes,B,Monthly,Service
        not NOTEBOOK= Yes,VMSYSU:LISTSERV.LOGS,Monthly,Service
