I do not know  of any bug in 1.7f with MAXBSMTP so  the first thing to do
is verify that LISTSERV actually does generate a file with that many RCPT
TO: (by trapping  the file on your local mailer's  reader). And of course
make sure that the file does come  direcly from your system, and does not
go via another LISTSERV with a higher limit (eg 1000).
