Not a good idea, unless it appears that the user has pulled an Elvis and
left the building without unsubscribing.  Users get *really* torqued off
if somebody sends them a big attachment on Friday, they go over quota for
the weekend, they read their mail down on Monday and get under quota,
and then Monday afternoon some hot-headed list admin unsubscribes them
for being over quota. ;)

Trust me - it's really embarassing when you accidentally do this to
one of your organization's vice presidents. ;)

If they've *stayed* over quota for a week or so, I'd unsub them or at
least do a 'set nomail' for them.
