Has any consideration been given to implementing the confirm option on
subscription= by_owner lists ? (such that when the owner runs an ADD job,
a confirm request is sent out )   ( I noticed that Stu N. got subbed to
more than one by_owner list here - I don't think owners automatically
have knowledge of which addresses are valid ... )
