Actually, according to the LISTSERV 1.8e Site Maintainers Manual, the
Send= keyword needs to have Semi-Moderated in it for the 'Urgent:'
mechanism to work. For example:
Send=Private,Semi-Moderated
-or-
Send=Editor,Semi-Moderated
In 14.3 there is even tighter controls on how the Send= keyword is
implemented. See here for details

If Semi-Moderated appears in Send= (as shown above) then, yes, an e-mail
with 'Urgent:' in the subject line will bypass moderation. It clearly
states in Chapter 7.13.5 of the LISTSERV 1.8e Site Maintainers Manual

this is open to abuse and isn't generally recommended for use.
