Should be

 WWW_ARCHIVE_CGI="https://lists.example.com/cgi-bin/wa"

LISTSERV assumes normal http://, unless you specifically specify https://
in the above configuration setting.

The configuration change Eric refers to is resetting the value of
WWW_ARCHIVE_CGI= in go.user (unix) or site.cfg (Windows) as per example
above and stop/start LISTSERV.
