Something else I just thought of that might be causing it to happen:
if it's a brand new list with new subscribers, any posts to it will be held
for a short time by default before being processed. LISTSERV holds all
messages from new subscribers for about 10 minutes before sending them out.
(It's an anti-spam feature.) These appear as .JOBH files but will
automatically clear out after a short time.
